Honouring the desire of non-residents to contribute to socio-economic development of the state, a special framework has been created to facilitate such participation.

This framework includes a number of schemes through which Pravasis can give financial assistance for a large number of social infrastructure creation works and also augmenting of resources for delivery of healthcare and education.

Additional District Magistrates (ADMs) have been designated as nodal officers in each district to ensure effective coordination with the diaspora.

Karmbhoomi se Matribhoomi

The Karmabhumi se Matrabhumi Abhiyan (from Workplace to Motherland Campaign) has been launched by the State's Water Resource Department, in alignment with the Jal Shakti / Water Resources initiatives and with support through convergence under the Jal Shakti Abhiyan: Catch the Rain campaign.

The mission of this initiative is to mobilise people - particularly those working or living outside their native regions (Karmabhumi) - to contribute towards conserving water and improving groundwater recharge in their homeland (Matrabhumi). It seeks to actively involve NRRs in water conservation through the creation and renovation of rainwater harvesting and artificial recharge structures while also raising awareness on sustainable water use.

The campaign covers building a large number of water conservation and recharge structures to improve groundwater security and raising public awareness - especially among Rajasthani diaspora - on the value of water and their role in supporting local initiatives.

Vidyalaya ke Bhamashah Yojanae

Vidyalaya ke Bhamashah Yojana 2025 promotes transformation of government schools into Centres of Excellence by encouraging contributions from philanthropists. The Scheme aims to upgrade schools with modern infrastructure, ICT, and sanitation facilities, while promoting active participation of donors in school development. Contributions will be recognised through school naming rights and annual appreciation ceremonies.

Donors can support projects listed on Gyan Sankalp Portal, create their own projects, adopt schools, make direct donations, or contribute to the CM Vidyadaan Kosh. Substantial contributions (INR 30 lakh for primary, INR 60 lakh for upper primary, INR 1.5 crore for secondary, and INR 2 crore for senior secondary) may qualify schools to be named after donors, if any other donation additional tax benefits under Section 80G of the Income Tax Act. Adoption requires a minimum commitment of five years, covering infrastructure, digital learning, sanitation, water and maintenance, with annual monitoring by the Education Department. The scheme is expected to enhance educational quality, improve infrastructure, strengthen public-private partnerships and recognise philanthropists and NRIs as key partners in Rajasthan's educational transformation.

Gyan Sankalp Portal

The State's Gyan Sankalp Portal, is an online crowdfunding platform designed to bridge funding gaps in school education by connecting government-identified needs with donors. It enables contributions from CSR funds, philanthropists, NRIs, industries and individuals, supporting initiatives such as classrooms, libraries, laboratories, ICT facilities, sanitation and sports infrastructure.

Ensuring transparency and accountability, the portal allows donors to directly select projects, contribute online and track implementation and impact.

The portal offers multiple modes of participation - Adopt a School, Support a Project, Create a Project or contribute to the Mukhyamantri Vidyadaan Kosh.

Policy for Naming of Government Colleges/ Hospitals/ Schools

The Government has issued comprehensive guidelines for naming government colleges, hospitals, schools and other institutions upon financial contribution by donors:

  • For donations covering 50-75% of construction costs, the donor's name may be placed after the word 'Rajkiya' before 'Bhavan', while contributions of 75-100% allow the donor's name to precede 'Rajkiya'.
  • In cases of 100% donation, donors may also be permitted, as per rules, to install a statue of a chosen great personality, freedom fighter, or relative.
  • Contributions below 50% will entitle donors to name internal facilities such as blocks, wards, libraries, laboratories, classrooms or halls in the form of name plate.
  • If land is fully donated, the donor's name may also be included after 'Rajkiya' in the institution's name.
  • The concerned construction department will undertake valuation of donations for new construction at fixed rates. Once approved, a government building's name will not be changed, though donor names may be added to additional blocks or facilities.
  • Special provisions exist for naming in memory of martyr soldiers, as per government orders issued in 2008, 2012, and 2018, including naming nearby schools or colleges where no primary or secondary school exists in the martyr's village.
  • For donor-related cases, the concerned department will act as nodal authority, while the General Administration Department will oversee namings after historical personalities and freedom fighters.

Nandishala Scheme

The Panchayat Samiti Nandishala Jan Sahbhagita Scheme, aims to provide shelter for stray and abandoned male cattle (Nandi) by supporting the construction of permanent infrastructure in every Panchayat Samiti.

With a project cost of INR 1.57 crore, 90% is funded by the State Government, while eligible donors contribute 10%. These include local bodies, Panchayati Raj institutions, registered organisations, NGOs, trusts and government institutions. The institutions must possess 10 bighas of private/government lease land for 250 male cattle (Nandi), and have prior experience in managing gaushalas or similar activities. Applications can be submitted to the Office of the Joint Director, Animal Husbandry Department.
